Methodology for preparing Action Plans for urban centralities: the recent experience of Belo Horizonte – MG

The Master Plan (MP) of Belo Horizonte is based on the implementation of the New Urban Agenda (NUA), through tools for sustainable land management and use, aiming at conforming a compact urban environment with adequate population densities. The PD created a zoning that demarcates areas of centralities with the aim of stimulating polycentricity, mixed uses and the consolidation of local economic centers - poles of job opportunities and pulverized socioeconomic development, in order to reduce the need for population displacement to perform daily activities. With this premise, the Centrality Qualification Program was created, providing for the elaboration of an Action Plan for each centrality. This research presents the methodology developed for the construction of these action plans, of rapid elaboration and strongly participatory character. Understood as a process, more than as a finished product, the plan aims to guide investments in the centralities of Belo Horizonte. The principles of the proposed methodology may be appropriate to other areas of territorial planning and public management in general.
