Abstract

This article analyzes the content of the Brazilian petition for the Declaration of a State of Climate Emergency, proposed by the Manifesto Coletivo, in light of other climate emergency declaration initiatives at global and local levels. Using a qualitative methodology based on bibliographic review and documentary analysis, the study discusses the insufficiency of technocratic and market-based solutions — such as decarbonization and sustainable development — to address the climate crisis. The research argues that the climate emergency demands transformative responses and actions focused on the territory, integrating climate justice, just energy transition and leadership of local communities, guided by economic degrowth.
