Socio-ecological transition and the right to the city: analysis of the Projeto Moradias as an integrated response to the climate crisis

This paper analyzes the “Projeto Moradias”, developed in Foz do Iguaçu (PR), as an example of an innovative public policy that articulates decent housing and socio-ecological transition. In the face of the housing crisis and social and environmental vulnerability, the study aims to analyze the intersection between socio-ecological transition and the right to the city in resettlement policies, focusing on highlighting the Social Work (SW) as a vector for democratic experimentation in mitigating such vulnerabilities. The methodology consists of a descriptive case study based on documental analysis and participant observation of the SW, with the objective of demonstrating how this tool is essential for the realization of the right to the city from the perspective of socio-environmental justice. The STW, by promoting democratic participation and community education, goes beyond the mere construction of housing. The main conclusions indicate that the Moradias Project, through its multisectoral approach, the use of industrial wood-frame construction technology, and, primarily, the strategic action of the SW, represents an advance in the conception of public resettlement policies, promoting not just a roof, but a fairer and more inclusive urban environment.
