Master Plans and socioecological transition: analysis of the integration of SDGS into the PDM of Campina Grande-PB

The socio-ecological transition imposes the challenge for municipalities to adopt strategies that reconcile economic growth, social equity, and environmental sustainability. In this context, Municipal Master Plans emerge as potential instruments to guide this change, aligning public policies with the Sustainable Development Goals (SDGs). Therefore, this article analyzes the incorporation of the SDGs into the Municipal Master Plan of Campina Grande (PB), comparing the 2006 version, the 2024 draft revision and the final document approved in 2025. The methodology adopts a qualitative and quantitative approach, combining systematic literature review and document analysis. The results indicate progress in integrating the principles of the 2030 Agenda, especially in the environmental and governance dimensions, although challenges persist in implementing guidelines aimed at social equity and sustainable economic development. The analysis shows that, despite improvements in the most recent versions of the Master Plan, gaps persist in the articulation between urban planning and sectoral public policies, as well as in the direction for the effective implementation of the proposed guidelines. It concludes that the plan's alignment with the SDGs still lacks concrete monitoring and financing mechanisms and that more integrated and participatory planning is essential to ensure the municipality's sustainable development.
