About the Journal

Campo de Públicas: Conexões e Experiências Journal (Electronic ISSN: 2764-6009) is a scientific journal affiliated with the Stricto Sensu Graduate Program in Public Administration at the Professor Paulo Neves de Carvalho School of Government (EG), Fundação João Pinheiro (FJP).

Established in 2022, the journal was initially affiliated with the Undergraduate Program in Public Administration (Csap) at EG. As of 2025, it has become part of the Master’s Program in Public Administration at the same institution, consolidating its role as a venue for the dissemination of knowledge and academic debate. Despite being relatively recent, the journal was evaluated and ranked in the latest CAPES Qualis assessment (2021–2024) in the B4 stratum.

Focus and Scope

The journal provides an open forum for faculty members, researchers, students, public managers, and others interested in the Field of Public Affairs. We publish articles in the following areas: Public Administration; Public Policy and Public Action; Governance; Government Planning and Management; Social Management; Financial and Budgetary Management; Social Participation; Transparency and Accountability; Compliance; Leadership; and related topics.

Periodicity: semiannual publication, continuous flow [learn more] Approved articles are published individually upon completion of the evaluation and revision stages, without waiting for the composition of a complete issue.

Access: open, free of charge, and immediate.

Article Processing Charges (APC): no submission or processing fees are charged.

Average processing time: two weeks for initial screening; two months for peer review.

Section Policies

The journal is organized into the following sections: Editorial, Interviews, and Scientific Articles (Thematic Dossier and Open Section).
Thematic editorials are prepared by the guest editors responsible for the respective dossiers. Interviews are published by invitation, featuring researchers whose work relates to the theme of the dossier.
The journal only accepts submissions of scientific articles, intended either for the Open Section (continuous flow) or for thematic dossiers, according to specific calls for papers, and must comply with the Author Guidelines and Publication Standards.

Ethical Commitment

The journal adopts the guidelines for good practices in scientific publishing established by the National Association of Graduate Studies and Research in Administration (Anpad), upholding quality, ethical conduct, open access, and transparency.

Use of Artificial Intelligence (AI)

The journal regulates the use of Artificial Intelligence (AI) tools, including generative AI and Large Language Models (LLMs), in the processes of submission, peer review, and manuscript editing, based on the principles of scientific integrity, intellectual responsibility, confidentiality, and transparency, in accordance with the recommendations of the Committee on Publication Ethics (COPE). The following guidelines apply:

  1. Use by authors: The use of AI tools must be declared at the time of submission, specifying the excerpt in which they were used, the tool, its version (when applicable), the period of use, and its specific purpose. AI tools may not be listed as authors or co-authors, and full responsibility for the content remains exclusively with the authors. AI may only be used as technical support for drafting brief excerpts and for textual organization; its use to replace intellectual contribution, develop arguments, produce analyses, conduct reviews, generate original academic content, or manipulate data, results, images, or references is prohibited. Manuscripts produced without substantial human intellectual contribution will not be accepted, and non-compliance may result in rejection, retraction, or prohibition of new submissions for a minimum period of one calendar year, depending on the severity of the violation.
  2. Use by reviewers: The preparation of the review report is the sole responsibility of the reviewer and may not be delegated to AI systems or third parties. The insertion of manuscripts or confidential information into external platforms is prohibited, due to the confidentiality obligations of peer review. Non-compliance may result in the review being disregarded and the removal of the researcher from the reviewer database.
  3. Use by the editorial team: The editorial team may employ AI solely as technical and administrative support, under direct human supervision, for activities such as similarity checks, reference standardization, and editorial communications. Any use that compromises confidentiality, the integrity of the editorial process, or the decision-making responsibility of the editors is prohibited.

Submission Processing

The editorial workflow takes place via the Open Journal Systems (OJS) and follows these stages:

  1. Desk review: Submitted articles are initially assessed for relevance, alignment with the journal’s editorial scope, compliance with formal requirements and Author Guidelines, and similarity screening through specific plagiarism and self-plagiarism detection software. Manuscripts that do not meet these criteria will be rejected at this stage. In cases where deficiencies are correctable, a new submission may be permitted after proper revision.
  2. Peer review: manuscripts approved in the initial screening are submitted to double-blind peer review, conducted by ad hoc reviewers with recognized expertise in the subject of the manuscript, using a standardized evaluation form. The editorial decision is based on the review reports issued: acceptance when both are favorable; conditional acceptance when one or both require mandatory revisions, in which case approval depends on compliance with the requested changes; rejection when both are unfavorable. In case of divergent opinions, a third reviewer will be appointed, and the majority opinion will prevail. The final decision regarding publication or rejection, including compliance with required revisions, rests with the Editor-in-Chief, based on the issued reports.

Privacy Policy

The journal processes personal data in accordance with the Brazilian General Data Protection Law (Law No. 13.709/2018). The data provided are used exclusively for the services of this publication and will not be made available for other purposes or to third parties.
